Nobody lives in the Interior.
The place for members who hold no district, by their own choice or by a district's ballot. No roll of numbers, no government, no ballots; it never fills, and being here is never itself a punishment.
Every member of this club has exactly one address, and there are two kinds: a district, or this. A seat arrives here by asking or by its district's ballot, and it leaves the day any district's door is open to it — the Interior holds nobody, and a seat sent here by a sanction keeps the right to go home when the sanction ends.
This page is a room built before anyone needed it. The constitution says a member always holds either a district address or a place here, and that a place here is never itself a punishment. A guarantee whose machinery doesn't exist yet is a guarantee nobody can check — so the machinery exists, empty, and the club would rather publish an empty page than a promise.
What a seat keeps
Everything. Holding no district costs a member nothing that Article II enumerates:
- the seat's number, and its card
- its cell on the Board
- its holder's name on the roll
- one vote in any ballot the seat is eligible for
- the right of petition
- entry to every drawing the club holds
- its page
No member, district, government or body of members may take, suspend or condition any of those; only the seat's holder may release them. That article is permanent and cannot be amended by anyone, the Secretary included. The one thing a member here does not have is a district ballot to vote in — a district is a body of the people who live in it, and nobody lives here in that sense. Taking up residence in any district with room and an open door is a matter of asking, from that district's own page.
