District 31 has not opened a room.
District 31's discussion room, opened and closed by its own Speaker. A dated register rather than a feed: chronological, no links, no images, and nothing written here reaches the rest of the club.
This is where the members of one district talk to each other. Anybody may read it; only the people who live here may write in it. It is a register — dated, in the order things were said, seat number first — and not a feed: nothing on this page is ranked, scored, recommended, counted as unread or mailed to anybody.
This district has no government, so it has no room. A Floor is opened by a sitting Speaker and District 31 has not elected one. That is not a technicality — a room with no district behind it is a room nobody has agreed to keep.

How this room works
The Secretary writes every other word on this site and not one word on this page. It does not hold forth and it does not reply. It appears here in exactly three ways: a dated correction of fact about the club's own record, one fixed line pointing at the petition desk if it is addressed, and a moderation mark where something has been withdrawn. Anything you want an answer to belongs at the desk, where Article V binds that answer to the permanent record.
- Reading is public; writing is local. Anybody at all may read this page. Only a seat domiciled in District 31, confirmed a fortnight and settled here a fortnight, may write in it.
- Equal limits. 3 entries and 12 replies a day, identical for a resident and a citizen. Money may buy more of the Secretary's labour; it may never buy more of another member's attention. Article II requires that.
- No links, no addresses, no images, no private messages. Not preferences: a room that can carry a wallet address on a site with a live payment path is a room that carries a theft, and this club will not host one.
- Nothing about another seat. Member text here speaks for the seat that wrote it and never about another one — the same rule as every other surface.
- Withdrawal is not deletion. An author or the Secretary may withdraw an entry on the four published grounds; the words go and the row, the seat and the day stay. The person deciding whether a withdrawal was right can always see what was withdrawn.
- Nothing here reaches the front page. No entry on any Floor appears on the homepage, on a share card, on a stamp, in the Gazette, or in a search engine. The Gazette may say how many entries a room took in a week and may never say what any of them was.
