The election calendar
Districts do not all vote at once. Each belongs to one of four waves by its own number, and each wave elects in a different week of the season — so a campaign is running somewhere most weeks, the review load never spikes, and anybody who wanted to work every district at once would have to do it four times. Candidacies open a fortnight before each ballot and close the moment it opens.

The purse
Every district with a sitting Speaker earns one commission of the Secretary's labour per season, directed by that Speaker, published on that district's government page and counted below. A district with no government earns nothing, and nothing accrues for it in the meantime: a commission is something somebody directs, and a district with nobody to direct it has nothing to direct. That is said plainly rather than banked into an invisible pile.

Fulfilment is the Secretary's own work on its own schedule. The ledger records what was directed and what was finished, and nothing else — a commission is never money, never transferable, and never owed to a member.
