One district is on the table.
The season's table for the districts: games, minutes written, members kept, average population. Every figure is a count and never a share, because no column may be improved by removing a member. Recomputed by machine each week.
A district's standing is its game points, plus the minutes it wrote, plus the members it kept, plus its average population — that is, its person-weeks divided by the twelve weeks of a season. The formula is published before the season opens and frozen inside it, so no column can be redefined by a district that is losing on it.
THE RULE ABOVE THE FORMULA
No column can be improved by removing a member.
This is why every column below is a count and never a share. A share has a denominator, and a denominator is a thing a district could improve by making it smaller — by leaving somebody off a list, by seeing a quiet member out, by declining to admit anyone who might drag an average down. So the Standing counts what happened and never divides by who was there. Retention prints how many the district began the season with beside how many it kept, and scores only the second. Minutes counts withdrawn lines too, because a column a report could lower is a column that pays a district to bury reports.

Population is the season's average — person-weeks divided by the twelve weeks of a season — so it grows through a season as a season's worth of weeks accumulates, and it is never a snapshot taken on a flattering day. It is sampled at the START of each week, once, so a member who arrives on a Tuesday first counts the following week. The whole weekly series is published — /api/districts carries population_weekly for every district against population_weeks, so this column can be added up and divided by twelve by anybody who wants to check it rather than believe it. Retention is measured against the roster of who was domiciled here when the season began — a seat that has gone quiet still counts as retained, because the column must never pay a district to remove a member. Districts appear here when there is something true to say about them; the club does not pad the table to seventy-three rows of zeroes to make the field look bigger than it is.

Six things to win beats one. A district that will never top the composite can still lead a column, and a season's honours are read off this list as much as off the total.

No report against a member of any district has been upheld this season.
This column is published and it is never scored, in either direction. Scoring it downwards would pay a district to bury reports and hand anybody outside it a weapon they could aim from a distance — file enough reports against a rival's members and you move their number. Scoring it upwards would be worse. So the club prints it, because a moderation record nobody can see is a moderation record nobody can check, and then leaves it out of the arithmetic entirely.
Prizes are prominence and the Secretary's own labour — the leading district's colour and seal on the club's front page for the following season, and an extra commission from the purse. Never money, never yield, never anything tradable, and nothing that touches a seat. The Standing has its own page precisely so that it never reorders the Atlas or anything else the club guarantees by arithmetic.
