THE GOVERNMENT
District 4 has no government yet.
District 4's offices: who holds them, how they got them, what they may do, and every act they have taken. Nothing here is private, and no office carries an extra vote.
Everything a district's government is and does, published on the district's own page with the seat that did it and the day it happened. An office is agenda power over a district's own affairs and never weight in a ballot.
The government
This district has no government yet. The first Speaker election opens when five seats here can vote in it; none will be able to when the ballot opens on 15 Nov 2026 — the day the roll is read, which is not today. There is no acting anybody in the meantime, and the club will not print a name beside an office nobody has been elected to.
The next candidacies open 24 Jan 2027 and the next ballot opens 7 Feb 2027, and it runs a week. District 4 votes in wave 4 of four, in week 12 of each season — the waves are staggered so that a campaign is running somewhere in the club most weeks, and so that nobody has to work seventy-three of them at once. Its admission policy is OPEN.
Seating a Speaker ends every office in the district, the outgoing Speaker's own included, and a Speaker returned for a second term appoints their Registrar and Herald again from scratch. The old rows stay on the record with the day they ended; nothing is deleted. An office is agenda power over a district's own affairs. It is never weight in a ballot: the Speaker has one vote, the same as everybody else, and nothing any office does can touch what a seat carries under Article II. Money buys none of it — a resident and a citizen stand and vote on identical terms.
The Floor
This district has no room. A Floor — where the people who live here talk to each other, dated, in public, and readable by anybody — is opened by the district's own Speaker and by nobody else. This district has no Speaker, so it cannot have one yet. What the room would be.
District 4 has not put the offered charter to itself. It is a set of model rules for how districts could relate to each other, written by the Secretary and enacted by nobody: a sitting Speaker may put it to the district's ballot once a season, once at least two districts have Speakers at all.
The purse
This district earns nothing from the purse, because a commission is something a Speaker directs and this district has no Speaker. Nothing accrues for it in the meantime: an invisible pile nobody could ever spend would be worse than an honest zero, so the club says the zero.
