The rule, published before play: Your district scores the size of its largest group of members who picked the same thing. Not the share — the number. A district of nine where seven agree scores seven; the two who went elsewhere cost it nothing, and dropping them would not have gained it anything. Fewer than 3 players and a district scores nothing, because one member agreeing with themselves is not coordination. And none of it decides anything: the house's answer is a straw poll played for points, and deciding is what ballots are for.
